Sentinel has created infrastructure and documentation on decentralized VPNs, I encourage you to take a look at their whitepaper and see if either there is value you can derive for your idea or if you can think of how to purposely integrate EigenLayer into their equation and connect with them. The latter option might be interesting since the Cosmos Hub and EigenLayer are in increasingly close collaboration and since Sentinel is a Cosmos project, there might be a willingness to explore such ideas.
